Default Temp gauge not moving off cold

All of a sudden the temp gauge isn't moving. Recent thermostat replaced. dash gauge problem, or temp switch in manifold? How difficult is it to replace the sensor? It's a 2001 3.0

Bear in mind, this is Phoenix, where the engine can overheat just sitting in the garage. After driving 15 miles with the AC on, the gauge starts to move up to the bottom of the range. With the AC shut off, the gauge goes back to the very bottom of the range. Yet the upper heater hose is too hot to hang on to. Sound like a thermostat problem?

Two days later the gauge started working, guess that proves it's not the thermostat.
