Those eventually can corrode with badly maintained cooling systems. They really aren't needed/beneficial except in extremely cold climates, as their only purpose is to warm the throttle body with hot coolant to assist in warming the intake air.
They can be drilled out and replaced, but the easiest thing to do is simply disconnect them and plug them off.
