Pop the caps off and make sure its full of water first, but its probably bad if its old.
The charger has to overcome the resistance of the battery, so that is why it charges at 14V instead of 12V.

I used to work at a hardware store and we'd get back batterys all the time for the core and all we had to do was fill with water and they'd pass a load test.
