Default center bore too big

i found 4 ranger rims on craigslist for $100, i was on a road trip and driving right through the guy's town anyway, so i stopped and picked them up. when i got home and put em on to test the fit, the center bore was too big. the last time i tried to buy rims the center bore was too small, and i'm still trying to sell them.
so can i make these fit? is there a spacer i can get? maybe have a machinist make a ring to fill the gap? what do you think? they didn't come with any kind of center cap either, so any information on that would be helpful too.
also, they look like nice aluminum rims, but there filthy from spending so much time outside. (because of that the tires are too dry-rotted to be driven on, and the beads won't hold air on 2 of them.) what's the best way to clean them up and get them looking nice? is there some chemical i can buy?
