I know from experience that in PA, if ANY factory light doesn't work, they will fail it. Even if you have the aftermarket back up lights you put in yourself, as long as that clear lense is there and it doesnt light up, they will fail it. My truck failed due to a foglight bulb that was burned out...I argued with the place because it wasnt a primary light required for driving but it still failed. Best bet is go to a local shop, explain what you want to do and see if they will pass it. Some local shops work with you but the state police inspectors are cracking down lately.
