That is where the factory connection was, that used flanges and springs to connect it together. They rust away in time, so it looks to have been repaired with a flex union. You can cut that one off and install another one using clamps or weld it in. It won't hurt anything except your ears maybe to drive it to the shop. The shop may try to tell you that you need a new exhaust system. That would be your choice, I do not know what the rest of your exhaust system looks like. Just remember that the shop is there to make money and few care about emptying your pockets to do it.
