So a 1998 Explorer has vehicle speed setup like this:

ABS sensor on diff------>ABS (converts to 12V square wave)-----> PCM, Cruise Instrument, Cluster, GEM.

Your 2001 Ranger is this :
OSS sensor on transmission (output shaft speed)------> PCM------> Cruise, Instrument Cluster, 4wd module.

As others have said you need something to translate the raw signal to a 0-12V square wave. A simple way to do this is to add another GEM and splice into the raw speed sensor signal that goes from the ranger ABS sensor to the ranger ABS module.

Then just add power and ground to the gem and have the output go to all the other modules. PCM, Cruise Cluster.

Here is a big question which 4x4 system are you using? Explorer or Ranger . Explorer is controlled by the GEM and Ranger in 01 is controlled by 4wd module.

For 98-00 Ranger GEM's you got 4 options:
CTM (central timer module) no power windows, no 4x4
GEM no power windows, 4x4
GEM power windows, 4x4
GEM power windows, no 4x4

I kinda believe some of those maybe the same hardware because if you go into their programming it has a selection for if it is 4WABS or RABS. I have a hunch that this determines if a vehicles needs speedometer conversion or 4wd control turned on in the module.

Good thing about adding the GEM to convert the speedometer signal is that you can calibrate your tire size using Forscan.
