Default need to replace passenger seat with one that has a child seat tether

2007 Ranger Sport

The seat does not have any tethering point, which is mandatory for all forward facing child seats in Canada. The Ford dealership said that they never made anything to accommodate tethering and that they can't legally help me.

I cut open the back of the seat and there's definitely nothing strong enough in there for tethering a child seat. Does anyone know if it is possible to just replace the passenger seat entirely with one that has a top tether anchor point?

Our daughter barely fits inside our rear-facing child seat with her winter gear on. Within a couple of months at most she will be too large for the seat. We desperately need a fix for this that doesn't involve getting a new vehicle as that is impossible at this time.
