Default 2009 Ranger Lift Kit Removal Questions

Don't know much about trucks so I'm going off of what others have told me. I have a 2 inch body lift kit on my 2009 ranger that I need to remove to pass a safety inspection (not a suspension lift). After FINALLY finding a shop that would actually do it, they quoted me at about $1200 ($430 for parts, the rest in labor). They said I would need the original bolts to connect the body with the frame again (makes sense) and a new insulator (not sure exactly what that is). My main question is, am I getting ripped off? I can't imagine those parts cost that much, plus 7-10 man hours is what they said it would take. Is it really that big of a job? And what's the deal with that insulator? Do I really need that?
