Default ABS Brake Modulator Valve

Greetings All.
First a little background. Have a 94 Ranger. Rear brakes stopped working. Replaced the shoes, wheel cylinders, rear lines, rear brake block. Made sure the main line to the rear was clear, it was. Finally chased the stoppage to the ABS Brake Modulator valve. Master cylinder is supplying brake fluid / pressure to the front of the modulator valve, but nothing comes out the rear of valve. No lights on dash. Replaced valve with one from the junk yard still nothing.

Located a replacement on RockAuto, probably rebuilt, but also found an ABS Modulator Controller.

Question(s) is:
1. Has anyone experienced this ABS Modulator Valve issue, and did the replacement with a rebuild modulator correct the problem?
2. With no dash light could it be the ABS Controller?
3. Found a thread stating I could bypass the Modulator with a piece of line, but won't that cause the rear brakes to lockup during a hard stop?
