The picture isn't of the oil pump, its inside the pan, what you see is the aux shaft that drives it. There is a gasket behind the alum seal cover. It could be the gasket or the seal. Clean the mess up first, maybe you can then see more.

Ford changed the lima block in 1995 and put the pump in the auxiliary shaft hole.
