Ya, a lot of times. But I even see it when they just slowly go around me.
On the admission thing. I got stopped by Mr. DOT on a two lane, he got me running downhill at 62 speed limit 55. We met headon around a blind curve. Yep, he got me dead to rights. He walked up to my truck and told me what he got me for. I just said, that's about right. No ticket issued, just "asked" me to slow down some. Moral, don't even try to lie, makeup an excuse or anything. Cops have seen/heard it all. Be truthful and treat the guy decent, and things workout a lot of times. BTW, I have slowed down, and NEVER speed through a small town, have some respect for the residents. Those speed limits are there for a reason.
