I haven't worked on earlier Rangers but I think the blower resistor is near the blower under passenger side dash.
The HIGH blower speed circuit totally bypasses the resistor, so the wire (orange/black?) or a connector or the dash switch could be to blame. If you get that fixed and still have the problem with the other blower speeds, then it could be a faulty resistor.
