just searched yahoo and at least for 95, a 33 code is "Pin 7 Not Grounded at Diagnostic Monitor". now, not all codes are the same from year to year, but i can't find anything specific right now for 99.

i don't recall any specific fuse that controls just the airbag, but i'm sure there is. by disabling any part of the srs system, the light will be on. removing the bulb from the cluster causes a series of audible beeps.
