Default question on back of block

I have the engine out of my 87 ranger for repair and cleaning. What are the two holes with ball bearings in them above and below the cam seal on the back of the block and what do I need to know about them? There is oil around them and I don't know if it came from the top of the block or from these holes. I saw a picture of a block that had these plugged, please help.
