The depends on how you define functional. Spending $200 on a device that will either change nothing or make something worse is not what I would call functional.

But the definition of Functional is: Something able to perform is purpose.
It's doing just that.. Just sayin again...

I'm sure I'll get flamed, but as I said I would post results of the tests I was running as far as my mpg was concerned after I added this to the truck.
As I stated before city I was at 20mpg.
I filled the tank with 13 gallons exactly (This was done twice), Within the time it took to get to empty I went 263 miles before having to refill(roughly 20 mpg).
After the mod was made, again 13 gallons exactly was put in the tank, and Within the time it took to get to empty I was able to go 276 miles before needing to fill up. (roughly 21 mpg)
This was all city, no highway. But in no way am I saying this mod helped with my mpg, I'm only stating that after adding it, one way or another, i got a 1mpg increase... I am running this again to make sure I get the same results.

You're calculating your mpg wrong...
What you should be doing is filling up the tank until it's topped off. Write down your mileage. Drive that tank of gas. Then top it off again. Divide mileage driven by the amount of fuel it took to top it off again.
And driving habits can have an effect on mileage.
And it has been said to get an increase on a dyno of about 1-2 hp running no intake, but this is at engine speeds you won't utilize.
I think there are some improvements that can be made to the factory system, but the factory system is hard to beat in terms of design. Basically reinventing what's already there, a lot of times people make it worse.
But mod your truck, all in fun and learning. Just beating a horse that's been beaten to death already.

^^^ What he said. That is not proper MPG calculation and the numbers you are attaining are not accurate.
