Default Low MPG, Strong fuel smell

Just got back from a drive from Los Angeles to San Diego, calculated my mpg, and came out to 13 mpg all hwy. Pretty low for a truck that got 20 out the factory, I don't expect to get 20, but at least 15-16mpg would be decent. There's a strong smell of fuel everytime I start the truck, and whenever I accelerate. Here's what I've replaced in the truck in the past 6 months.
Spark plugs and wires, oil and filter, distributor cap and rotor, air and fuel filter, TPS, O2 sensor, and has a new clutch, flywheel and starter.

Not sure what could be causing such a strong fuel smell and such awful mileage, engine idles pretty rough, but still under 1000 rpm,

the truck is lifted 3" and has 31" tires, I know that will affect mpg, but not make it as bad as 13 mpg.

Any help would be greatly appreciated! Thanks!

My truck was doing something very similar. I changed out the fuel pressure relay. Seems to be better though I will know better tomorrow.

same exact problem here my man. Turns out im leaking fuel from the top of the tank. while running the truck inspect the top of the tank to see if fuel is leaking if so, DROP DA TANK!

The results of changing my fuel pressure regulator are astounding. The mpg are up around 20+ for my model and the surging idle/fuel smell are completely gone.
