It's applying the maximum amount of break pressure you can just shy of locking the wheels. It's a foolish concept to rely on since you'll never actually do it when you need it, it only works right on even dry pavement, and require equal traction on all tires. Congratulations if you can do it, it isn't a normal driving skill.
