That wont fix it.

Well, I should clarify - it would be accurate, but for that one single exact speed. And only that one.

Its a percentage based deal.

The faster you go, the greater the numerical difference between actual & perceived becomes, but the percentage difference between them remains constant no matter the speed.

Another way to explain it: A persons speedometer isn't always 'x' mph off.... its actually always 'x' percentage off.
