Default RPM's increase while shifting thru gears

I've had my 98 4x4 since 2005, and since the time I bought it, from time to time when I go thru the gears, the rpm's will increase while I have the clutch pedal in. This also happens when I am coming to a stop sign, but I have figured out, when coming to a stop, if I slowly creep up to a stop and keep the rpm's low, I can control the rpm's from increasing.
At one time I had read a service bulletin about this issue and it had said it was due to a wiring issue. I haven't been able to find the bulletin again and I've called some ford dealerships and haven't been able to get any help from them.
Has anyone here experienced this problem or knows / have heard about it.
