Well if it was installed incorrectly then it should produce a CEL (Check Engine Light), even if it does not the 1995 has system of factory codes that are checked with a plugin reader. It checks for codes and then blinks the lights in a particular fashion and it will indicate any problems stored in the computer.

Generally you can check with AutoZone or even O'Reilly's to have them read for free or low cost. You can even take it to a shop.

And if the timing belt is off by a tooth or more it could be your problem. The bigger issue would be the valve train when the belt 'snapped'. Because you have the pistons now rotating at different intervals and the valves would have hit the the top of the pistons... may have either bent the valves or damaged the top of the pistons... a compression check on all the cylinders would help with that...
