Default MPG/Tuning?

Current tire size: 215/70R15

Stock tire size per door sticker: 195/70R14

Truck is new to me, fuel gauge is inop. It's a 90 reg cab 2WD, 5 Spd Man, with what I think is a 3.14 rear end. The axle code is 82 but that isn't listed in my owner's man. I checked MPG and came up with 19.5 which seems way low for that set-up. I realize my speedometer is not correct, I'm going faster than indicated. I should be getting a better MPG figure, and I'm trying to figure out what it actually is. This will help me figure out what (if anything) I need to work on for tuning/repairs. It doesn't seem to miss or have any other obvious problems. Haven't completed a compression ck yet, still scratching my head over the 8 spark plugs on a 4 cyl. I guess I should unplug both coil packs while I'm doing the comp ck. Vacuum @ idle is steady at 19'.
I did some math and figured I'm getting 21.06 actual but that seems way low also. I divided new tire diameter by original diameter (which = 1.08) and multiplied by 19.5.
