Its not too soon to ask her to hang out.
If she talks a LOT, thats normal and its good. That shows she's interested in you (either as a friend or more, spending more time with her will reveal how far the interest goes)
Communication is the most important thing. If she didn't talk it would be nothing but awkward silence. Does she let you get in a word as well or is it mostly her talking and you listening?
Also, let her pick a place. Girls love getting their way lol
And if its somewhere she picks then she'll be in a better mood because she likes the setting.
Definitely be yourself. If you change something just to get her to like you, you'll have to keep being that other person. At first it might be worth it to have that girl noticing you but when you get tired of the act, she'll get tired of you. A girl that doesn't like you for you isn't a girl you wanna be with.
Just ask her to hang out, worst that can happen is she says she's busy
